Linc Housing & HACLA Break Ground on 194-Units of Affordable, Supportive Housing in Encino, CA

Our partners at Linc Housing and the Housing Authority of the City of Los Angeles (HACLA) not only celebrated the start of construction on Victory Boulevard, but also an innovative, long-term investment in the San Fernando Valley community. Located in Encino, California, Victory Boulevard will offer 194 units of affordable and supportive housing for households earning 30-80% of the area median income (AMI). There will be 87 homes reserved with a preference for unhoused individuals and families as well as two units for managers. 

Linc Housing will offer case management and supportive services, including mental and physical health services and employment counseling, to residents who were previously unhoused. The two all-electric buildings will offer onsite amenities including a community garden, community rooms, bicycle storage and easy access to public transit like the Metro G Line. 

Victory Boulevard is also one of the few affordable housing developments in the state to utilize federal Restore Rebuild funding (formerly Faircloth to RAD) and use offsite modular construction technology to reduce construction time, increase cost efficiency, and limit the disruption in the area.
